The only revised national standard for the wood-based panel and its products industry in China, GB 18580-2017, the newly revised version of the formaldehyde release limit for wood-based panels and their products, was released by the National Standardization Administration Committee in April 2017. It was officially implemented on May 1, 2018. The standard was drafted by the Institute of Wood Industry of the Chinese Academy of Forestry and was managed by the National Standardization Technical Committee for Wood-based Panels.

The release and implementation of this standard is of great significance and will have a major impact on the development of China's wood-based panel and its products industry. First, it will increase the formaldehyde emission limit requirement, accelerate the green development and transformation and upgrading of the wood-based panel and its products industry, and remove excess capacity. Implement the important measures of the Consumer Goods Standards and Quality Improvement Plan (2016-2020) issued by the General Office of the State Council. China has become the world's largest producer and consumer of interior decoration materials such as wood-based panels and wooden flooring. Since 2011, China's wood-based panel and wood flooring production ranks first in the world. In 2016, the national wood-based panel production was 300 million m3. Floor production was 838 million m2. The second is to promote the technological progress of China's wood-based panel industry, and vigorously promote the application of new technology research and development of new wood-based panel products in China, and the application of new low-toxic or non-toxic environmentally friendly adhesives. The third is to promote enterprises to innovate advanced technologies, improve production processes, and improve the quality of wood-based panel products. Fourth, it is conducive to reducing environmental pollution caused by harmful substances such as formaldehyde and protecting consumers' health.

Since the standard was released in April 2017, it has received great attention from all walks of life and enterprises. After the National Standardization Technical Committee for Wood-based Panels has held three standard training courses for publicity and answering questions, it still receives many enterprises and industry associations. Advice on the implementation of standards. In order to ensure the smooth implementation of the standard and achieve a smooth transition between new and old standards, we now provide opinions and suggestions on how to prepare for the implementation of GB 18580-2017 for reference by quality inspection units and production enterprises.

First, focus on the main content of the standard revision

1) The new standard increases the formaldehyde release limit requirement. The formaldehyde release limit value of the artificial board and its products for interior decoration materials is 0.124 mg/m3, the limit mark E1, and the original standard E2 level is cancelled. The new standard formaldehyde release limit values are consistent with ISO 16983:2016 "Wooden wood-based panels - particleboard", ISO 16985:2016 "Wooden wood-based panels - dry fiberboard".

2) The detection method uniformly adopts the “formaldehyde emission measurement – 1 m3 climate box method”, and the dryer method and the perforation extraction method are eliminated. The detection method of the new standard is in line with international standards, and ISO 12460-1:2007 "Determining formaldehyde emission from wood-based panels Part 1: 1 m3 climate chamber method" is adopted.

3) The new standard specifies the method for detecting the formaldehyde emission of the 1 m3 climate chamber method, and clarifies the size of the test piece, the number of test pieces and the surface area of the test piece.

4) The production quality control of the enterprise can adopt the detection methods such as gas analysis method, dryer method and perforation extraction method.

5) Encourage companies to use gas analysis, dryer or perforated extraction methods for production quality control and establish a correlation with the 1 m3 climate chamber method.

Second, enterprises should prepare for the implementation of standards

1) Do standard learning and training.

Due to the large amount of interior decoration materials such as wood-based panels and wooden flooring, the technical content of new and old standards has changed greatly. Enterprises must strengthen their study and training before the implementation of new standards. They can send personnel to participate in the organization of the industry standardization committee and other institutions. The new standard promotes training courses, or companies organize their own learning. In 2017, the National Standardization Technical Committee for Wood-based Panels attached great importance to the promotion and implementation of the new standards, and implemented the promotion of the new standards as one of the measures to promote the green recycling of the industry and force the elimination of backward production capacity. The new standard training course was held throughout the year. , GB18580-2017 "indoor decoration and decoration materials artificial wood and its products in the formaldehyde release limit" and supporting GB/T17657-2013 "wood-based panel and veneer artificial board physical and chemical properties test method" in the 4.60 "formaldehyde emission determination -1 The publicity training of the m3 climate box method, more than 370 people from more than 200 quality inspection units, production enterprises, research institutes and universities in the country participated in the training, but many local enterprises failed to participate in the training. It is recommended that companies carefully study the technical content of the standard and understand the changes in the old and new standards before the implementation of the standards, in preparation for the effective implementation of the new standards.

2) Conditional companies can purchase a 1 m3 climate box.

According to the requirements of the new standard, the detection method is unified into the 1 m3 climate box method. Encourage enterprises to adopt gas analysis method, dryer method or perforation extraction method as the production quality control detection method and establish the correlation with the 1 m3 climate box method. . General companies may have gas analysis, dryer or perforated extraction testing equipment, and without a 1 m3 climate chamber, it is recommended that qualified companies purchase a 1 m3 climate chamber. The climate chamber shall comply with the requirements of LY/T 1612—2004 “1 m3 climate chamber for formaldehyde emission detection” and shall be qualified by third party. The supplier shall provide the measurement qualification certificate. The main measurement equipment includes gas flow meter, and the measurement index includes gas. Flow, temperature, humidity, etc.

3) Establish the correspondence between the production quality control method of the enterprise and the value of the 1 m3 climate box method.

After the implementation of GB18580-2017 on May 1, 2018, all wood-based panels, wood flooring and other products must meet the new standard requirements before they can be put on the market. Regarding the correspondence between new and old standards, there is no definite linear correspondence between domestic and foreign. It is recommended that all relevant enterprises establish their own correspondence as soon as possible according to their own equipment, or select products with different self-test index values and send them to third-party quality inspection agencies. Test, establish the corresponding relationship between the self-test value and the 1 m3 climate box method index value of GB18580-2017.

 4) Seriously do a good job of replacing the packaging mark.

GB 18580—2017 After the implementation on May 1st, 2018, all applicable standard products must be replaced with the packaging mark that meets the requirements of GB 18580—2017. The old standard products cannot be produced. After the release of GB 18580—2017, before implementation This stage is the transition period between the new and the old standards. The products produced at this stage cannot be marked with GB 18580-2017, and must be marked according to the old standards actually used.

At the same time, it is recommended that all relevant enterprises do a good job of replacing the old and new packaging as soon as possible to cope with the implementation of the new standards.

5) Do a daily inspection of product quality.

In view of the long inspection period of GB 18580-2017, it is recommended to use GB 18580-2017 as the type inspection, and the daily production inspection recommendation adopts the detection method that establishes the corresponding relationship.

6) The company shall be equipped with technicians with special standards and quality inspections.

Due to the greatly improved detection technology requirements of the new standard and the long detection cycle, it is necessary to establish a correspondence between the production quality control method of the enterprise and the 1 m3 climate box method, and continuously monitor it in the daily production process. The company needs to be equipped with specialized technical personnel to learn to master the standards and conduct relevant relationship test research.

Third, enterprises should accurately adopt standards and accurate signs

The recommended standards for wood-based panels, wood flooring and other wood-based panel products are GB 18580-2017 and related product standards. Product standards that are inconsistent with GB 18580-2017 are not recommended for reuse.

It is recommended that the formaldehyde emission level be marked as: GB 18580—2017, E1. Because the relevant test method of E0 level in the existing standard is inconsistent with GB 18580-2017, the use risk is large. Therefore, after the implementation of GB 18580-2017, it is not recommended to use the E0 mark.

If a company produces products that are stricter than the E1 level of GB 18580-2017 and meet the requirements of GB/T 35601-2017 "Green Product Evaluation Panel and Wood Flooring", you can choose to implement the national standard GB/T 35601-2017, execute Standard labeling: The amount of formaldehyde released is GB/T 35601-2017. The national standard GB/T 35601-2017 will be implemented on July 1, 2018. The formaldehyde limit index value is less than or equal to 0.05 mg/m3, and the detection method is the same as GB 18580-2017.
